A workshop titled “Strategy and Coordination in Provincial Disaster Response Planning” was
held at Erzurum Technical University (ETU) in collaboration with the Erzurum Provincial
Directorate of Disaster and Emergency Management.
Organized by the Erzurum Technical University Disaster Management Research and
Application Center (ETÜAYAUM) and the Erzurum Provincial Directorate of Disaster and
Emergency Management, the workshop comprehensively addressed Erzurum’s disaster
response capacity, institutional coordination structure, and local implementation mechanisms.
The program, held at the Living Center, began with opening speeches by Dr. Lecturer
Melikşah Turan, Head of the Emergency Aid and Disaster Management Department, and
Tahsin Efe, Branch Director of Erzurum Provincial AFAD. In their speeches, they emphasized
the importance of strengthening inter-institutional coordination and enhancing local capacity
in disaster management.
The program was attended by Prof. Dr. Berna Burçak Başbuğ from Middle East Technical
University, Prof. Dr. Ekrem Cengiz from Gümüşhane University, Dr. Lecturer Öznur Çınar
from Bayburt University, ETÜAYAUM Director Dr. Lecturer Vildan Oral, faculty members
from the Emergency Aid and Disaster Management Department of Erzurum Technical
University, and representatives of 23 working groups operating at the provincial level within
the scope of the Türkiye Disaster Response Plan (TAMP).
During the workshop, disaster response processes were evaluated under four thematic topics
through roundtable sessions. The sessions titled “The First 72 Hours: Capacity and Local
Self-Sufficiency,” “Inter-Institutional Communication and Information Management During
Disasters,” “Logistics, Resource Management, and Deployment Strategies,” and “The
Humanitarian and Legal Dimensions of Coordination: Decision, Authority, and
Responsibility” addressed response capacity, logistics planning, information management,
decision-making processes, and institutional coordination mechanisms in detail.
Throughout the workshop, the field experiences of working groups operating under the
Türkiye Disaster Response Plan, the challenges encountered, and proposed solutions were
evaluated through an interdisciplinary approach. Important assessments were made regarding
strengthening local capacity in disaster management, improving coordination during response
processes, and enhancing inter-institutional cooperation.
The workshop concluded with evaluations aimed at preparing the final workshop report, while
strategic recommendations for improving Erzurum’s disaster response capacity and
strengthening institutional coordination mechanisms within the scope of TAMP were also
discussed.
